The Inter-American Development Bank (IDB) invites consulting firms to submit proposals to map, diagnose and dynamize innovation and entrepreneurship ecosystems in the communes of Huechuraba and Renca (Metropolitan Region of Santiago, Chile). The consultancy will articulate current initiatives—especially CORFO's Integrated Territorial Programs (ITPs)—to structure governance schemes, roadmaps, and methodological tools that can be replicated in Latin America and the Caribbean.
1. Technical scope and central objectives
Diagnosis and territorial integration: Mapping key actors (quadruple helix), capacities and systemic gaps in talent, financing, infrastructure and regulatory environment, building on the existing diagnoses and networks of CORFO's PTIs to avoid duplication.
Comparative and international analysis: Formulate a comparative evaluation between both municipalities and develop an international benchmark with three (3) reference ecosystems applicable to the regional context.
Governance and project portfolio: Design an agile articulation scheme (Driving Group) by municipality, structure a portfolio of prioritized initiatives and map sources of public, private and cooperation financing.
2. Key activities and operational support
Field survey and validation: Review technical-productive documentation from the last four years and hold interviews with CORFO management teams, municipal counterparts and business leaders.
Alignment of supply and demand: Analyze the correspondence between the capacities of the local ecosystem and the needs of the prioritized strategic productive sectors.
Activation of initiatives in the field: Provide initial technical support for the implementation of at least two (2) priority projects or actions per commune, documenting lessons learned and bottlenecks.
Systematization and regional transfer: Generate a comparable methodological framework, lessons learned, and public policy recommendations to facilitate the replication of the methodology in other LAC ecosystems.
3. Expected Products and Deliverables
Output 1 — Work plan and ecosystem diagnosis: Mapping of actors, characterization of capacities and baseline of gaps for Huechuraba and Renca.
Output 2 — Comparative analysis and benchmark: Comparative report between the two territories and evaluation of 3 international reference cases.
Output 3 — Governance, portfolio and roadmap: Structure of the Driving Group, portfolio of projects with sources of financing and territorial management instruments.
Output 4 — Activation report and final report: Balance of support for the activation of 4 projects (2 per commune), methodological systematization and final executive presentation.
