Suriname, through the Ministry of Education, Science and Culture (MINOW), has requested financing from the Inter-American Development Bank (IDB) for the "Consolidating Access to Inclusive Quality Education in Suriname" program. This notice invites eligible consulting firms to express interest as a Local Implementing Partner for the field-level execution of the Teaching at the Right Level (TaRL) tutoring program.
Scope of consultancy
Main objective: Operational, logistical, coordination, monitoring, and data-collection services as a Local Implementing Partner to support MOESC in executing the TaRL tutoring program.
Core responsibilities:
Support Phase II (pilot phase and embedded impact evaluation) and Phase III (scale-up phase including the Reading component).
Coordinate implementation activities between MOESC, participating schools, mentors, tutors, and the Technical Assistance Firm.
Manage operational logistics, including tutor training, deployment, scheduling, and session delivery.
Conduct baseline and endline data collection for treatment and control groups following established protocols.
Apply data-quality assurance procedures, execute M&E reporting, and document lessons learned.
Duration: Estimated implementation period of 10 to 12 months.
Qualification requirements and experience
Legal and operational authorization: Valid certificate of registration or incorporation and evidence of legal authorization to operate in Suriname.
Field implementation experience: Completion of at least one (1) comparable assignment within the past seven (7) years involving field-level execution of education, tutoring, learning assessment, or social-sector programs (preferably in Suriname).
Logistical and team management: Proven track record in coordinating field teams, managing operational logistics, collecting data, and engaging with key stakeholders (schools, government bodies, families, and communities).
Selection and submission
Selection framework: Shortlist of five (5) to eight (8) eligible firms selected in accordance with IDB Consultant Policies.
Submission mode: Written expressions of interest may be submitted in physical format or electronically. Joint Ventures and subconsultants are permitted to enhance qualifications.
