Supply, installation and commissioning of an access control system, video surveillance cameras and structured cabling for the administrative network of the New National Monitoring Center of the National Customs Authority

The National Customs Authority of Panama, within the framework of the Customs Logistics Integration Program partially financed by the Inter-American Development Bank (IDB), invites eligible suppliers to submit bids in a sealed envelope for the acquisition, installation and configuration of the technological equipment of its New National Monitoring Center.

The bidding will be conducted through International Public Bidding (IPL) procedures in accordance with IDB policies (Loan No. PN-L1107-P00002).

1. Technical and Financial Qualification Requirements
Financial capacity:

Average annual turnover equivalent to 100% of the amount offered in at least two (2) years within the Audited Financial Statements (2021-2024). In Consortia (APCA), the leader must contribute at least 40% and the other members at least 25%.

Bank letter certifying a line of credit or account balance for a minimum of six (6) average figures, issued a maximum of 3 months old.

Specific experience:

Demonstrate experience as a main supplier in at least three (3) similar equipment projects in the last 5 years, where each contract is equivalent to at least 50% of the amount offered.

Warranty and certifications of goods:

Manufacturer authorization forms for the sale, installation, support, and warranty of cameras and recording systems.

Statement from the bidder or manufacturer that guarantees that the equipment is not in the End of Life cycle or end of support.

Key personnel required:

Project Manager: Engineer (Telecommunications, Electrical or Electronic) with a minimum of 5 years of general experience and 2 similar projects managed.

Recording Specialist: Certified engineer in the brand of the recording system with 5 years of general experience and 2 similar projects implemented.

Network Specialist & Cabling Technician: Certified structured cabling professional and technician with at least 5 years of overall experience and 2 executed projects.

Maintenance Guarantee: All offers must include a Statement of Bid Maintenance.
