The Dominican Republic, through the Ministry of Finance and in coordination with the General Directorate of Public Procurement (DGCP), has financing from the Inter-American Development Bank (IDB) for the "Program to Support the Transparency and Integrity Agenda in the Dominican Republic". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the technological infrastructure and development of components of the public procurement system.
Scope of supply
Main objective: Acquisition and implementation of technological infrastructure for the Electronic Public Procurement System with universal access in all its modules.
Software components: Integration and automation of processes for minor purchases and contracts below the regulated threshold of the DGCP.
Qualification Requirements and Conditions
Regulatory framework and method: International Public Bidding (IPL) conducted in accordance with the IDB's Policies for the Acquisition of Works and Goods, applying the Best Final Offer (M.O.F.) scheme.
Qualification criteria:
Legal documentation of the company and demonstration of solvency/financial capacity.
Accreditation of previous experience and operational capacity in technological projects of similar magnitude.
Documentary evidence that guarantees rigorous compliance with the technical specifications.
Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).
Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.
Management and submission of bids
Access to the rules: The bidding documents in Spanish are available for direct download on the institutional website of the Ministry of Finance or by email request (transparenciaRD@hacienda.gov.do).
Delivery method: Bids must be delivered physically and in a sealed envelope at the headquarters of the Ministry of Finance in Santo Domingo. Electronic bids will not be allowed. The public opening ceremony will be held in person with online transmission.
