Honduras, through the Secretariat of State in the Office of Health (SESAL) and the GESALUD Executing Unit, has financing from the Inter-American Development Bank (IDB) for the "Program for the Comprehensive Strengthening of the Tegucigalpa Trauma and Emergency Care Network". This call for International Public Bidding (IPL) invites eligible bidders to submit closed bids for the procurement of specialized medical equipment.
Scope of supply
Main objective: Provision and installation of digital and high-tech medical equipment distributed in four (4) lots:
Lot 1: Digital equipment for radiography and fluoroscopy remotely controlled.
Lot 2: Stationary digital X-ray equipment.
Lot 3: Angiograph.
Lot 4: Digital stationary X-ray room with electrical backup system (total UPS).
Qualification Requirements and Conditions
Regulatory framework and method: The process is governed by the International Public Bidding (IPL) procedures provided for in the IDB's Policies for the Acquisition of Works and Goods, applying the Best Final Offer (M.O.F.) scheme.
Financial capacity: Demonstrate availability of liquid assets or access to free credit lines of credit for a minimum value equivalent to 30% of the amount offered.
Experience and technical capacity:
Present at least three (3) contracts executed in the last seven (7) years (2019-2025) for an amount equal to or greater than 50% of the value offered in goods of similar characteristics.
Prove technical specifications through manufacturer's catalogs or technical sheets and present proof of technical visit issued by GESALUD.
Affidavit guaranteeing authorized technical service center and availability of spare parts with preventive and corrective maintenance service for a period of five (5) years after delivery.
Additional legal requirements: Legal documentation of incorporation, accreditation of representation and, in the case of national bidders or successful bidders, administrative, fiscal and registration certificates and solvencies (ONCAE, PGR, SAR).
Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).
Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.
Management and submission of bids
Access to the bases: The specifications in Spanish will be requested and sent by email through the GESALUD Executing Unit.
Delivery method: Bids must be submitted in physical format and in a sealed envelope at the GESALUD offices in Tegucigalpa. Electronic bids will not be allowed. The opening ceremony will have the option of face-to-face or online participation.
